I feel very DONT ya'll know what I mean, but I do not know how else to call him.

Exctly know what you mean. I think it is because he tries to show many colors (black / white / black / white) in a very small space. Most televisions use only 3 colors (red, yellow and blue) to produce the broad spectrum of visible colors. but if you try to make black and white in a small town to tend to mix the colors and the rainbow effect you speak to create ...

This is a moiré effect. This is sometimes called a model of "meddling." It is about the resolution of the TV picture to be done, and how our eyes (and brain are working) on. It is very difficult to explain with words, but look, "Moiré" in Wikipedia and see what I mean.

This is an example of the moiré effect, and because the color pixel of the image are adjacent and not stacked. For each triad of color pixels (red, green, blue) if you have an advantage in passing, is a good chance that some will be lit and sometimes not, so you get a band.
